There is an exstensive number of recurring inmates. While not all inmates are named, or have speaking roles, many with distinguishing features reappear throughout the series. Many are just filler designs used in the background to fill space, but can also become piviotal characters in other episodes. Little continuity is present, as an inmate can be killed in the psychodelic bloodbath at the end of an episode, only to return unharmed in a later episode.

He is shown to have a romantic affection for Gary, and makes numerous homosexual remarks towards him. He is possibly bi-sexual, as he is shown to be attracted to both Gary and the female inmates of Ultraprison. In many episodes he is hurt or killed in often humorous ways. He has had his penis torn off by Bird in Bunny Love, was attacked by an octopus in Superbar, was beheaded with a chainsaw in Combaticus, and was knocked out of a window by a high-heeled shoe, only to then be hit by a passing monorail car in Ladies' Night.

While his real name is never given, Skinny, as nicknamed by Alice, appears in the first two episodes of Superjail!. He is anemic, and shows signs of severe starvation. Skinny is kept in solitary confinment, and is forced to humiliate himself for food. Skinny was killed by the Mystery Meat Monster in Bunny Love, but returned for a cameo in Superbar. As Alice is seen walking through the inmate weight-lifting area, Skinny can be seen lifting hand weights.
Tony is a white inmate with extremly short gray hair, who always has a five-o'clock shadow. Tony is seen twice in Superjail!, first in the background of Superbar having a beer, and secondly in Ladies' Night at Jared's manners class. Tony is role-playing with another inmate, Rod, pretending to have just finished their date. Tony (playing the woman) asks Rod if they can see each other again, to which Rod replies, "I'd like to see you again...In Hell!", at which point Rod impales Tony with a cane, killing him.
Inmate #XA24LXU is a black inmate seen in both Superbar and Combaticus. In Superbar, he is one of a group of inmates that builds a submarine in hopes of escaping Superjail! through the seagate. However, he is killed instanly when a drunken Jared opens the sea gate, and the resulting wall of water destroy the submarine. His body can be seen floating in the water as the sea creatures swim inside. He returns in Combaticus, and is seen watching the Fight City ad with the Handlebar Mustache Inmate.
